Dr D. Bhalla, IAS (Retd) is presently serving as Adviser to Government of Nagaland.
He has served the Government of India in various capacities for more than 37 years as well as the parliament of India as Secretary Lok Sabha (Lower House) from 2015 to 2018.
He is an expert on North East India with extensive expertise on matters of strategic significance to the nation.
Dr. Bhalla has a keen interest and expertise in sustainable tourism and has authored seven books covering Tourism in North-East, strategic affairs, India as an economy and future of India as a nation.
He has served in various capacities at some of the top and most prestigious organisations of the country such as Food Corporation of India as Head of Personnel, as an officer of Bank of Baroda, as a taxman in the department of Central Excise and Customs, among others.
While serving as an officer of Indian Administrative Service (IAS) from 1986 to 2018, he has gained experience in Rural and Urban development issues, Women and Child development issues, Public distribution systems for social services, Public Health, Tribal development etc.
Dr. Bhalla holds a Doctorate in Tourism (PhD), a Master's Degree in Public Administration (MPA), a Post Graduate Diploma in Enterprise Management from MDI Gurgaon (in Collaboration with Kellogg School of Management, USA) and a Bachelor of Science (B.Sc.).
